Sehr geehrte Kollegen, sehr geehrte Kolleginnen,
liebe Freunde und Freundinnen,

ich sende den Aufruf der EJJP ( European Jews for a Just Peace = Europäische Juden für gerechten Frieden) an die Akademiker in Israel, sich gegen die Besetzung Palästinas zu stellen, in den vier Sprachen, Englisch, Deutsch, Französisch und Italienisch.

Ich bitte sehr herzlich, ihn zu unterzeichnen und international zu verbreiten.

Der Aufruf wird zweimal mit den Unterschriften veröffentlicht werden:
1. In der kommenden Woche am 30. Juni
2. Am 1. Oktober, Beginn des neuen akademischen Jahres.

Weltweit gesammelte Unterschriften von Akademikern, können sicher helfen, den Boykott gegen die Besetzung Palästinas zu verstärken - in Israel und überall sonst.

Aufruf an Israelische Akademikerinnen und Akademiker

Die Föderation European Jews for a Just Peace ) (EJJP = Europäische Juden für einen gerechten Frieden), die der internationalen Solidaritätsbewegung zur Unterstützung der Menschen- und politischen Rechte von Israelis und Palästinenser gleichermaßen angehört, ruft alle israelischen Akademiker auf, die anhaltende Präsenz der israelischen Armee auf palästinensischem Territorium zu boykottieren.

Uns ist bekannt, dass viele Mitglieder der akademischen Gemeinschaft und in der Tat auch vieler anderer Bereiche der israelischen Gesellschaft wissen, dass in einer solchen Präsenz der Kern des Problems liegt.

Unter den gegebenen Umständen genügt es jedoch nicht mehr, still gegen die Besatzung zu opponieren. Jetzt ist es nötig, sich so lautstark wie möglich gegen ihre Aufrechterhaltung einzusetzen.

Vor dem Hintergrund der vielfältigen Erfahrungen aus den Friedens- und Menschrechtsbewegungen in Europa erscheint es uns erforderlich, alle akademischen Verschmelzungen mit der Besatzung sowie mit den Siedlungen und Siedlern zunächst offen zu legen und danach aufzuheben. Das schließt alle Verbindungen mit dem Apparat der Besatzung ebenso wie alle Beiträge zu ihrer Unterstützung einschließlich der Militärforschung ein.

Wir bitten die israelischen Lehrer und Hochschullehrerverbände, Resolutionen zu verabschieden, in denen sie ihre Opposition zur Besatzung klar stellen und sich verpflichten, sich in ihren Arbeitsbereichen gegen sie einzusetzen.

Akademische Freiheit ist unteilbar. Gleichwohl wird Palästinensern durch die israelische Obrigkeit das Recht auf freien Zugang zu Bildung und Ausbildung auf allen Ebenen, ganz zu schweigen von der Redefreiheit auf höchster Ebene, versagt. Die Barrieren, die durch die verschiedenen aufeinander folgenden israelischen Regierungen errichtet worden sind, versperren Palästinensern den Zugang zur Bildung. Sie müssen verurteilt und beseitigt werden.

Israelische Akademiker und Lehrer gehören zu jenen, die - damit dies schnellst möglich passiere - am ehesten dazu prädestiniert sind, Druck auf ihre Regierung auszuüben. Akademische Freiheit ist - ebenso wie der Zugang zur Allgemein- und Berufsausbildung - ein unversäußerliches Menschenrecht. Dieses muss von der akademischen Gemeinschaft Israels ausdrücklich anerkannt, energisch verteidigt und entschlossen gefördert werden - für und mit der akademischen Gemeinschaft Palästinas.

Wir verbreiten diese Erklärung unter europäischen Verbänden und Vereinigungen von Wissenschaftlern und Lehrenden. Wir bitten eindringlich alle, die auf ihrer Basis mit uns ihre israelischen Kolleginnen und Kollegen zur Unterstützung eines baldigen Endes der Besatzung aufrufen wollen, entweder:

  1. die Erklärung im vorliegenden Wortlaut zu unterzeichnen oder
  2. sie als Ausgangspunkt und Grundlage für eine eigenständig verfasste Resolution des jeweiligen Verbandes zu nutzen

In jedem Fall bitten wir um Zusendung von Unterschriften und ggf. Resolutionen an die elektronische Adresse von EJJP: contact@ejjp.org oder an die oben angegebene Anschrift.

Die erste Sendung der gesammelten Unterschriften wird in vier Wochen veröffentlicht und an israelische Verbände, an Knessetabgeordnete sowie an Friedensaktivisten in Israel und Palästina weitergeleitet. Die nächste Sendung in diesem Jahr erfolgt vier Wochen nach Beginn des akademischen Jahres 2005/06 im kommenden Herbst (1. Oktober).

CALL UPON ISRAELI ACADEMICS

European Jews for a Just Peace, being a part of the international solidarity movement supporting the human and political rights of Israelis and Palestinians alike, calls upon Israeli academics to boycott the continuing presence of the Israeli army on Palestinian territory.

We know that many members of the Israeli academic community and indeed many other sections of Israeli society understand that such a presence is the core of the problem.

Under these circumstances, it is no longer sufficient to oppose the occupation quietly. Now, it is necessary to campaign against it as loudly as possible.

Drawing on past experiences of peace and human rights movements in Europe, we think that it is first necessary to expose, and then to break, all academic ties with the occupation - with its apparatus and support efforts, including military research - and with settlements and settlers.

We ask Israeli teachers’ and lecturers’ unions to pass resolutions that make their opposition to the occupation clear and commit them to campaigning against it in their professional areas.

Academic freedom is indivisible. Yet for Palestinians the right of access to education at any level, let alone to freedom of speech at the highest level, is denied by Israeli authorities.

The barriers erected by the successive Israeli governments preventing access to education for Palestinians must be condemned and lifted.

Israeli academics and teachers are among those best placed to pressure their government in order this to happen as soon as possible; Academic freedom - as well as general and specialized education - represents an inalienable human right that must be explicitly acknowledged, vigorously defended and determinedly promoted by the Israeli academic community for and with the Palestinian academic community.

We are distributing this statement to European academic and teaching unions. We urge those who wish to support the end of occupation by their Israeli colleagues as stated in our statement to either:

  1. Sign the statement as it stands
  2. Use the statement as a basis for a resolution from your own trade union.

For example, you could add a line calling on Israeli academics opposed to the occupation to refuse to do reserve duty beyond the 1967 cease fire lines - i.e., in the Occupied Territories.

In either case, please send the statement with your signature, or the resolution from your union for forwarding to Israeli unions, Knesset members and peace campaigners in Israel and Palestine to the EJJP mailing list address: contact@ejjp.org . You could also send a copy to the person who sent you this email.

We will publish the first batch of signatures in four weeks. The next batch will be sent four weeks after the start of the 2005-2006 academic year, this autumn.

Non-European teachers and academics who are in favour of this call are also welcome to express their support by signing this call, or using as the basis for a resolution of their own organisation or union.

APPEL AUX UNIVERSITAIRES ISRAELIENS

Les «Juifs Européens pour une Paix Juste», partie prenante du mouvement de solidarité internationale qui soutient la cause des droits humains et politiques des deux peuples israélien et palestinien, appellent les enseignants israéliens à boycotter le maintien de la présence de l’armée israélienne sur le territoire palestinien.

Nous savons que dans la communauté universitaire et dans de nombreux secteurs de la société israélienne, nombreux sont ceux qui ont conscience que cette présence constitue le c’ur du problème.

Dans ces conditions, on ne peut plus se contenter d’une opposition discrète à l’occupation. Il faut désormais se mobiliser vigoureusement contre elle.

Notre expérience de la lutte pour la paix et les droits de l’homme en Europe nous a enseigné qu’il faut dénoncer et rompre tout lien entre les universités et l’occupation, les colonies et les colons. Et refuser l’utilisation de la logistique et du personnel universitaire par les forces d’occupation y compris en ce qui concerne la recherche militaire.

Nous appelons les syndicats d�enseignants et d?universitaires israéliens pour qu’ils votent des résolutions prenant clairement position contre l’occupation et s’engagent dans la campagne contre elle dans leur domaine spécifique.

La liberté de l’enseignement est indivisible. Mais le droit d’accès à l’éducation, à quelque niveau que ce soit, est refusé aux Palestiniens par les autorités israéliennes, sans parler de la liberté d’expression au plus haut niveau.

Les obstacles dressés par les gouvernements qui se sont succédé en Israël pour empêcher l’accès des Palestiniens à l’éducation doivent être condamnés et doivent être levés.

Les universitaires et les enseignants israéliens sont les mieux placés pour faire pression sur leur gouvernement, afin que cela puisse arriver les plus rapidement possible.

La liberté universitaire, l’éducation générale et l’éducation spécialisée, constituent un droit inaliénable que la communauté universitaire israélienne doit reconnaître explicitement, défendre vigoureusement et promouvoir avec détermination, pour et avec les universitaires palestiniens

  2. Utiliser cet appel dans leur propre syndicat ou association.

Par exemple, vous pouvez ajouter un texte appelant les universitaires israéliens à refuser d’accomplir leur service de réserviste dans les Territoires Occupés.

Appello agli accademici israeliani

European Jews for a Just Peace, che è parte del movimento di solidarietà internazionale a sostegno dei diritti umani e politici, tanto degli israeliani quanto dei palestinesi, chiede agli accademici israeliani di boicottare la presenza continua dell’esercito di Israele su territorio palestinese.

Sappiamo che molti ci sono molte persone, all’interno della comunità accademica israeliana, ed anche in molti altri settori della società di Israele, che comprendono che tale presenza militare è il punto centrale del problema.

In queste circostanze, non è più sufficiente opporsi timidamente all’occupazione. Ora è necessario che la campagna contro di essa abbia la maggior risonanza possibile.

In base alle precedenti esperienze dei movimenti per la pace e i diritti umani in Europa, pensiamo che è necessario prima denunciare e poi interrompere tutti i legami universitari con l’occupazione - con i suoi apparati ed i suoi sforzi per sostenerla (ricerca militare inclusa) - e con le colonie e i coloni.

Chiediamo ai sindacati degli insegnanti e dei docenti universitari di firmare dichiarazioni che rendano chiaro il loro opporsi all’occupazione, e li impegnino ad agire contro di essa nell’esercizio delle loro professioni.

La libertà accademica è indivisibile. Tuttavia, ai palestinesi le autorità israeliane negano il diritto di accesso all’istruzione ad ogni livello, per non parlare del diritto di parola al massimo livello.

Occorre condannare ed abolire le barriere erette dai vari governi israeliani che succedutisi nel tempo, che impediscono l’accesso dei palestinesi all’istruzione. Gli accademici e gli insegnanti israeliani sono nella posizione migliore per far pressione sul loro governo perché ciò avvenga il più presto possibile; la libertà accademica - così come l’istruzione generale e specialistica - rappresenta un diritto umano inalienabile, che deve essere esplicitamente riconosciuto, difeso con forza e promosso con determinazione dalla comunità accademica israeliana per, e con, la comunità accademica palestinese.

Inviamo questa dichiarazione ai sindacati europei dei docenti universitari e degli insegnanti. Invitiamo coloro desiderano sostenere l’impegno dei loro colleghi israeliani a porre fine all’occupazione a fare una di queste due cose:

  1. firmare la dichiarazione così com’è
  2. usarla come base per una dichiarazione del sindacato di cui si fa parte.

Per esempi, si può aggiungere una frase che invita gli accademici israeliani che si oppongono all’occupazione di svolgere il servizio militare, come riservisti, oltre le linee del cessate-il-fuoco del 1967 - e cioè nei Territori Occupati

In entrambi i casi, mandate questa dichiarazione con la vostra firma, o con il testo firmato dal sindacato; lo inoltreremo ai sindacati israeliani, ai membri della Knesset e agli attivisti per la pace in Israele e in Palestina.

Pubblicheremo il primo insieme di firme fra quattro settimane. Il secondo insieme sarà inviato quattro settimane dopo l’inizio dell’anno accademico 2005-2006, questo autunno.

Gentili Membri del Comitato Esecutivo di European Jews for a Just Peace,

il Palestinian Campaign for the Academic and Cultural Boycott of Israel (PACBI) loda il vostro Appello agli Accademici israeliani a boicottare l’esercito di occupazione interrompendo “tutti i legami accademici” con esso. Il PACBI ha costantemente ritenuto le istituzioni accademiche israeliane responsabili del prolungarsi dell’occupazione e di altre forme di oppressione dei palestinesi, non solo per il loro silenzio, ma anche per l’essere direttamente coinvolte in “servizi accademici” che giustificano, o altrimenti promuovono, i crimini commessi dall’occupazione.

Vi invitiamo caldamente a fare il passo successivo: invitare gli accademici israeliani a fare obiezione di coscienza al prestare servizio nell’esercito di occupazione. Come sapete, la maggior parte degli universitari israeliani svolgono servizio militare nelle forze di riserva: in questo modo sono testimoni silenti, se non partecipi diretti, dei crimini israeliani contro la popolazione civile palestinese.

La collusione delle istituzioni accademiche israeliane nel violare la legge internazionale ed i diritti umani fondamentali dei palestinesi ha molte facce ed è radicata. In considerazione di questo, riteniamo notevolmente importanti appelli come il vostro, che mirano a contrapporsi ad importanti aspetti di tale complicità.
